Toronto Seniors Housing Corporation (TSHC) provides subsidized rental housing in a state of good repair for approximately 15,000 low- and moderate-income seniors in 83 buildings across the city.

We provide and connect tenants with services and support through an integrated service model to enable seniors to age in place, have successful tenancies and enjoy a better quality of life.

TSHC was created in 2021 as part of the City of Toronto’s Tenants First plan and began operating in June 2022. We partner closely with Toronto Community Housing Corporation (TCHC), which owns the buildings that we operate.

Role
Reporting to the CEO, the Director, Policy, Quality Improvement and Planning is responsible for the overall leadership and management of strategies, policies and initiatives to drive and improve seniors-centric services in alignment with the City of Toronto Tenant’s First and Integrated Service Model designed to enable senior tenants (age 59+) to age in place with dignity and in comfort.

To achieve this, the Director, Policy, Quality Improvement and Planning is responsible for leading strategic and business planning, policy development, quality improvement, performance measurement and risk management functions, executing the strategic direction of TSHC and driving organizational performance that is consistent with the interests of seniors tenants, the Shareholder, employees, and other stakeholders. The Director, Policy, Quality Improvement and Planning must understand the values and objectives of a social housing organization and be able to execute on those values and objectives. 

Salary Range: $149,331 – $203,494

Responsibilities:
Policy, Planning and Strategic Initiatives 

  • Oversees the development of TSHC strategic and business plans, goals and priorities working with the senior leadership team. 
  • Identifies policy gaps and oversees the review and development of new/revised senior’s centric policies and processes using research, analysis, and leading practices. 
  • Develops strategies for stakeholder consultation and engagement to inform policy and program development.
  • Recommends and plans strategic initiatives/projects working with cross functional teams across the organization.
  • Establishes a robust and holistic equity, diversity, and inclusion (EDI) framework that is embedded across the organization; provides advice and support to TSHC departments to apply the EDI focus across their functional areas, programs, and services internally and externally.
  • Contribute to the development and implementation of corporate Anti-Racism, Equity, Diversity and Inclusion strategies, programs and services that recognize the diversity of languages and cultures among our tenant communities. 

Performance and Quality Improvement

  • Leads the development, monitoring, and reporting of key performance indicators for both internal and external audiences; identifies organizational performance gaps and issues and recommends strategies for improvement. 
  • Oversee the development and implementation of business process improvement initiatives to improve quality, effectiveness and efficiency of programs and services across the organization.
  • Oversees the provision of data analysis and research services to support strategic and operational decision making.

Risk Management  

  • Lead the development of an enterprise risk management framework and ensure it is effectively implemented and adopted across the organization. 
  • Drive the identification, assessment and mitigation of risks facing service in a proactive, prioritized, and holistic manner, providing risk management support on a triage basis of need, thereby reducing the risk exposure.
  • Oversee emergency planning and business continuity planning, working with key partners and stakeholders to ensure effective emergency response.

Governance and Relationship Management

  • Provides support to activities associated with the corporate governance of the TSHC Board and Board Committees, in accordance with the governance framework and corporate by-laws/policies.
  • Oversees and monitors agreements and relationships with the City of Toronto and TCHC and acts as liaison to identify issues, concerns and make recommendation to CEO for resolution.
  • Champion and model a collaborative and inclusive team environment which respects and fosters equity, diversity and inclusion and a culture of service excellence.

Financial, HR and Corporate Leadership

  • As a member of the senior leadership team, contribute to the development of TSHC business plans, performance measures and action plans.
  • Oversee the efficient and effective management of department human and financial resources ensuring transparency and compliance with relevant legislation and corporate policies.
  • Build a high impact, high performance team to successfully execute TSHC strategic and operational priorities.
  • Effectively lead, guide, coach, and mentor managers within the department so that they, in turn, can effectively lead their teams.

Qualifications
Experience

  • University Degree/ college diploma related to social services, public administration, business or an appropriate combination of experience and education.
  • 8 – 10 years senior management experience in public or not-for-profit sectors.
  • Experience leading policy, planning and business improvement initiatives in a public sector environment. 
  • Familiarity with municipal governments (i.e., City of Toronto) and navigating multiple complex relationships.
  • Experience managing operational budgets in a publicly funded and fiscally constrained environment.

Skills and Knowledge

  • Strategic thinker with strong results orientation.
  • Proven expertise in strategic and operational planning, and leading organizations towards achieving desired business results. 
  • Knowledge of social housing services, health and community policies that support vulnerable populations with ability to lead and develop policy and conduct policy analysis and commentary.
  • Knowledge and understanding of the principles and practices of governance, research, policy analysis and issues management.
  • Knowledge of theories, principles and best practices related to quality and business improvement (e.g., lean six sigma) and project management.
  • Understanding of enterprise risk management principles and methods including risk mitigation techniques that are appropriate for use in complex, service-based environments.
  • High degree of integrity, ethical conduct, sound judgment, emotional intelligence, and self-awareness demonstrated in leadership approach, problem-solving, and decision-making.
  • Understanding of diversity and/or having diverse lived experience and demonstrating leadership in the implementation of diverse practices.
  • Proven ability to build and maintain collaborative relationships with key internal and external stakeholders.
  • Political acuity to recognize and respond in a timely manner to policy and process issues and risks which may have an impact on the organization, tenants, and stakeholders.
  • Effective facilitation, influencing negotiation, and conflict resolution abilities to manage complex relationships and develop and build consensus on initiatives. 
  • Strong relationship management and people leadership skills to create and empower a high-performance and inclusive culture with the ability to lead, coach, and mentor staff.
  • Proven fiscal management skills and experience managing allocated department budgets.
